The Village Government meets at 6:00 pm, in the village hall, on the first and third monday of each month - unless otherwise posted.
• Planning Board meets - Third Wednesday of each month at 7:00 p.m.
• Zoning Board meets - As needed
• Park Commission meets - Second Wednesday of each month at 7:00 p.m.
NEW YORK STATUTE - NOTICE OF MEETINGS:
If a meeting is scheduled at least a week in advance, notice must be given to the public and the news media not less than 72 hours prior to the meeting. Notice to the public must be accomplished by posting in one or more designated public locations. When a meeting is scheduled less than a week in advance, notice must be given to the public and the news media “to the extent practicable” at a reasonable time prior to the meeting. Again, notice to the public must be given by means of posting.
If you would like to address the Village Board concerning a specific topic, please contact the Village Clerk at 226-8118 by noon on the Thursday prior to the scheduled Board meeting for a time slot on the agenda. Individuals are permitted to speak up to 15 minutes. Guests are asked, upon being recognized by the Mayor, to introduce themselves, state their address and identify the organization they are representing (if any).
The Board will listen to your comments, but will refrain from commenting until they have had an opportunity to thoughtfully reflect on what you have said. If your comments require follow up or a response from the Board, appropriate action or follow up will be taken. If you feel uncomfortable speaking to the Board in public, please feel free to submit your comments in writing to the Village Clerk by noon on the Thursday prior to the scheduled meeting. These comments will then be forwarded to the Board in their next meeting packet.
All speakers are to conduct themselves in a civil manner. Obscene language, libelous statements, threats of violence, statements advocating racial, religious, or other forms of prejudice will not be tolerated.
NEW YORK STATE STATUTE – EXECUTIVE SESSION:
Discussions regarding the following topics are considered executive session material:
• Matters which will imperil the public safety if disclosed
• Matters which may disclose the identity of a law enforcement agency or informer
• Information relating to current or future investigation or prosecution of a criminal offense
• Discussions regarding proposed, pending or current litigation
• Collective negotiations
• The medical, financial, credit or employment history of a particular person or corporation or matters leading to the appointment, employment, promotion, demotion, discipline, suspension, dismissal or removal of a particular person or corporation
• The preparation, grading or administration of examinations
• The proposed acquisition, sale or lease of real property or the proposed acquisition of securities, or sale or exchange of securities held by such public body, but only when publicity would substantially affect the value thereof.
In New York State, a village is a general purpose municipal corporation formed by the residents of an area in one or more towns to provide municipal services. The earliest villages in New York were created by clusters of people in otherwise sparsely settled towns who wanted to secure water and sewer services, fire or police protection or other public services. Village government provides an enhanced level of government service to these concentrated populations that would not otherwise receive the necessary level of government services from the town.
The Village of Avon provides all of these enhanced services for its 2987 residents. Filtered water, sewer, 24/7 police protection, sidewalks, brush pickup, and more.
The legislative body of a Village, is the Board of Trustees. It is comprised of the Mayor and four trustees. The general powers of the Board are set forth in Village Law Section 4-412 which generally provides as follows: The Board of Trustees shall have management of Village property and finances, may take all measures and do all acts, by local law, not inconsistent with the provision of the constitution and not inconsistent with a general law except as authorized by the municipal home rule law, which shall be deemed expedient or desirable for the good government of the Village, its management and business, the protection of its property, the safety, health, comfort and general welfare of its inhabitants, the protection of their property, the preservation of peace and good order, the suppression of vice, the benefit of trade, and the preservation and protection of public works.
The Board may create or abolish by resolution offices, boards, agencies and commissions and delegate to said offices, boards agencies and commissions so much of its powers, duties and function as it shall deem necessary for effectuating or administering the Board of Trustees duties and functions.
